This is actually an old idea, but one that needs to be freshened up.
How can we take the ideas of current police and flip them on their head? Police should use positive reinforcement rather than negative incentives for behavior.
One can take this type of concept further into applying ticket tracking, tax breaks, and other forms of service based incentives.
