Every city should have a big issue tracker as an interface to get citizens to participate actively in the city. I am making one for San Francisco.

There should be incentives both for tickets entered and also, for fulfilling requests. The city of course, should have active employees filling them, but citizens should be able to as well, similar to how the Ubuntu project works.

The key is to have well defined items that can be acted upon by the public or city employees.

• Crimes
• complaints
• violations

From take your time to extremely critical, urgent.
